The UNESCO Avicenna Quality Assurance System (AQAS)

A Quality Assurance System is recommended for the implementation of hybrid learning.

This system must ensure the evaluation and continuous improvement of online content and methodologies used in accordance with UNESCO's Avicenna pedagogical model. The evaluation is carried out by the Scientific Council.

The Quality Assurance System (AQAS) consists of implementing a standardized process to ensure the production of quality digital content and is responsible for promoting the products through a certification and copyright protection mechanism. The Scientific Council is responsible for quality control.

This phase of the hybrid learning process consists of two steps:

• Launch of the evaluation and quality assurance process,

• Certification.

• A Scientific Council, which will be formed and managed by the Directorate General for Training and Pedagogy or equivalent.

• A Quality Assurance mechanism for the evaluation and validation of each course developed before it is put online. This mechanism, inspired by the Avicenna quality assurance system, complies with UNESCO international norms and standards. Through this mechanism, the different levels of documentation and organization are defined and described.

• The following diagram represents a summary of the elements of the quality system in the form of a pyramid:

 

 

1. Quality Manual - The top level represents the quality assurance manual and the quality management manual. This is the overall organization of the quality system.

2. Procedures - Describe the operating method and organization, including who does what and who decides what. These procedures illustrate organizational know-how.

3. Instructions - Indicate how to do things: work instructions, best practices, and guidelines. This corresponds to technical know-how.

5. Records - Concerns traceability, forms, and tangible evidence to keep track of activities and decisions.
